Central installation & relaunch of the federal state government website RLP
We create and maintain the website of the federal state government of Rhineland-Palatinate and many of its institutions, offices and ministries as a framework agreement partner of the Landesbetriebs für Daten und Information (LDI) (State Office for Data and Information).
Requirement:
The website of the federal state government of Rhineland-Palatinate, which had previously been heavily news-oriented, was to be comprehensively redesigned as part of a relaunch and adapted to the changing usage habits of its visitors (keyword: optimisation for mobile devices). In addition, the website needed to be more thematically focused.
Solution:
Based on the customer's specifications and wishes, the website underwent a fundamental overhaul during an extended design phase. Great importance was attached to readability, accessibility and mobile usability. The integration of various thematic blocks emphasises the informative nature of the website and enables visitors to access the state government's key topics.
The responsive relaunch of the website was implemented using TYPO3 CMS and Foundation as the basis for HTML development. In addition to user data, around 20,000 news items and a good 10,000 newsletter recipients were migrated.
The websites of the ministries and other state authorities were gradually transferred to a central installation and now also feature the new design.

Responsive Multi-Level-Navigation
Kunst und Bau
The Kunst und Bau satellite installation brings together works of art that have been created over more than 50 years as part of the "Kunst-am-Bau-Förderung" (art in construction promotion) programme in the federal state of Rhineland-Palatinate and will be created in the future. It also serves as a platform for announcing competitions, contributions from artists, experiences of builders and users, and suggestions from architects and artists.
As the site does not differ from the central installation in terms of design and technology, it offers a high degree of recognition with little technical and financial effort.
Data protection & freedom of information
The most noticeable change to the basic installation is the new colour scheme, which differs from the red tone of the central installation and consists of blue and purple content elements and accents. The new two-colour scheme is used to visually separate the two main topics of data protection and freedom of information, thus guiding visitors directly to the topics that are important to them. In addition to the new colours, some buttons have also been redesigned to support the website's reading and operating experience, which deliberately differs from the central installation.
In addition to the visual changes, the project involved the transfer of old data and the migration of press releases from the old predecessor website.
Relaunch of the Landtag website
The Landtag (State Parliament of Rhineland-Palatinate) is the institution that ensures the functioning of the state parliament. This is the parliament of the federal state of Rhineland-Palatinate.
A relaunch was implemented on TYPO3 7.6 and the operation of the central website of the Rhineland-Palatinate State Parliament was based on the RLP standard setup with design adjustments. The Rhineland-Palatinate State Parliament website provides information (among other things) about meetings and events, members of parliament, parliamentary groups and the working methods of the State Parliament. Technically, the website is based on the RLP central installation. In terms of features, the state parliament is the largest RLP satellite. At the heart of the website are the features relating to the members of parliament, which are complexly networked with each other on the basis of the members of parliament database. These features include: Member search, list, detail page, specialist committees, constituency map, seating plan, livestream integration, plenary archive, OPAL integration (Open Parliamentary Information System of the State Parliament). The state parliament's OPAL information system provides information about parliamentary materials. The OPAL integration was carried out in TYPO3 using the SOLR index.
Relaunch of police website
As dkd is already responsible for the websites of the federal state government of Rhineland-Palatinate, the task now was to provide a satellite system for the relaunch of the Rhineland-Palatinate police website based on the RLP central installation. Furthermore, an extension of the news extension was desired, which was supplemented by a contact form and now serves for the external presentation of search records. In addition, there was a request to integrate a TYPO3 extension that would also enable the integration of videos on the websites as part of the search records. An adaptation of the general contact form is to be made in future to address the specific needs of the police by dispensing with any temporary storage of server-related data and with mandatory fields in the form.
Thanks to the technical basis of the RLP central installation, most of the development work for a relaunch had already been completed and could therefore be used directly. The new satellite system was responsive by design and uses page templates, content elements and extensions already established in the RLP environment. The implementation could therefore focus on special extensions and specific requirements of the police.
Before the technical project was implemented, a workshop was held with the editors and managers of the police website to evaluate the website's information architecture and restructure it in a user-oriented manner.

The Transparency Platform
Die Transparenz-Plattform des Landes Rheinland-Pfalz (The Transparency Platform of the Federal State of Rhineland-Palatinate) underwent another technical relaunch to present the information required by the Landestransparenzgesetz (LTranspG)(Federal State Transparency Act of Rhineland-Palatinate). The Transparency Platform gives citizens easy access to administrative data and information. The administration itself is given the opportunity to provide the data it wishes to publish in various ways.
CKAN, an open-source software for cataloguing and providing data, is used as the technical basis. The CKAN interface was adapted for the project so that it meets all the federal state's essential corporate design requirements. We also trained and advised the various suppliers on connecting their systems. This was a significant part of the project.
OpenData platform
Also based on CKAN, the Rhineland-Palatinate OpenData platform provides centralised access to administrative data and information from the federal state and its municipalities. The portal is continuously being expanded and includes a growing number of documents (starting with 2,300 documents) from 33 ministries, offices, districts, municipalities and associations.
dkd is responsible for the technical support and further development of the OpenData platform in this project. The layout will be revised shortly.
